PROPOSED TO BE FORMED THROUGHOUT EMPIRE.

BOY SCOUTS AS WELL.


Native telegrams from Shanghai state that a body of representative Chinese merchants there intend to agitate for the formation of a league of national defence.

They propose the raising and equipment of volunteers throughout the Empire on lines similar to those in use with the Territorials in England.

The formation of boy scouts is also proposed.
